Howard says this refers to the Bajan Rum Punch, also called a Barbadian Rum Punch. It is made as follows:
One of sour = one part lime juice (fresh squeezed, of course!) , Two of sweet = two parts sweetener (e.g. simple syrup), Three of strong = three parts rum (Barbados rum to make this official!) and Four of weak = four parts water. A few dashes of Angostura bitters, grated nutmeg, and a slice of lime or lemon finishes this wonderful libation!
