When you are sailing close hauled is the apparent wind speed higher or lower than the true wind speed?

Thanks to last week’s winner, Al Shelton, for the correct answer to the question: If you have the ‘dog watch’, what time are you on duty? Al answered- The period between 1600 and 2000 where the watches are split in two, 1600 to 1800 and 1800 to 2000.  This allows the watches to eat at the traditional time and also aids in the rotation of the crew through all watches.
